The thieves guild quest? xD If you aim a little above where you want to shoot, you should be able to hit it no matter what your level.
I'm like level, thirty something, but this is my second game. have you got the game of the year edition? Because the shivering Isles is fucking FANTASTIC. It made me laugh so hard.
