A few issues before this awesomeness happened, Wally was living as just Wally West, mechanic for the Keystone City PD and ordinary guy having trouble with his marriage after his wife's miscarriage. Nobody, not even he remembers he used to wear red spandex and Linda blames the Flash for what happened.

From The Flash #201 & #203, Wally is a greasemonkey and hangs out in a diner with Captain Cold.

The detectives in the Keystone PD worked pretty close with the Flash; now that they don't know Wally's anything special, he's actually ragged on for not living up to Barry Allen's example. Adding to Wally's list of woes (and causing him to almost get into a fist-fight over a crack at his expense.)

As you can imagine, when Wally finally does talk to Linda about his "problem?" She leaves him for a while, during an impromptu race with Superman.
