He didn't. He mostly hangs out in other places, last I heard of him. Wait, do you mean in the JLA books? ::checks::

He joined up in JLA #76, Picking Up The Pieces, the epilogue to The Obsidian Age, then stopped being around all the time around JLA: The Tenth Circle until finally it was Hal again up until the League disbanded.
