Animal Man #27; Buddy is busted for apparent bestiality at the zoo and beats some cops with a tree branch, then goes to an animal rights rally and... it doesn't quite go as planned. His powers are becoming uncontrollable, and not being able to reign in the urges becomes... a problem, you might say.
















At the police station, he briefly hallucinates that the officer interrogating him is the horse. ::shakes head::

He would have been charged with assaulting an officer, but the CIA intervened, as they do.

That is undeniably it. That is the one.
Read it when it came out (don't tell me when that was, really...) and that image, that last page, especially, stuck with me. I probably could have stick figure drawn it from memory, I just couldn't remember what the horse was.
